Cora, the startup improving regulatory compliance in Mexico with artificial intelligence
Cora is the workspace for compliance teams.

The Mexican startup has managed more than 7,000 regulatory processes with 0% in sanctions in a context where the CNBV recorded 800 fines for deficiencies in anti-money laundering measures, an increase of 162% from the previous year.
Regulatory compliance is no longer an administrative matter; it has become an immediate financial risk. In 2024, the National Banking and Securities Commission (CNBV) recorded nearly 800 fines for deficiencies in anti-money laundering measures, an increase of 162% from the previous year. From October to December 2024, Cofepris announced more than 130 fine proceedings, revealing the stringent requirements Mexican companies face.
Cora, a Mexican startup founded in 2023, is tackling this problem with an artificial intelligence platform specializing in regulatory compliance automation and management. With more than 7,000 completed processes and 0% in sanctions among its clients, the company enables businesses in sectors such as healthcare, manufacturing, energy, and food to cut the time required to prepare dossiers from weeks to hours and detect risks before they turn into fines.
“Regulations are constantly changing, procedures are becoming increasingly bureaucratic, and this has become an obstacle to business growth and survival,” explains Juan Pablo Vera, co-founder and COO of Cora.

Three threats facing businesses
Drawing on its experience managing thousands of regulatory processes, Cora identifies three critical threats:
- Multimillion-peso fines: Penalties for noncompliance can reach millions, depending on the industry and the severity of the case. For early-stage startups, a fine can jeopardize their ability to operate.
- Unsustainable manual processes: Preparing a regulatory dossier can require reviewing thousands of documents. For Cofepris sanitary registrations, compliance guides run to more than 50 pages of requirements.
- Constantly changing regulations: Regulations evolve faster than businesses can adapt. A documentation error or a missed deadline can result in suspended operations.
Cora automates these processes with AI that identifies deadlines, validates documentation, flags regulatory changes, and centralizes dossiers according to the standards required by each agency. The platform turns compliance into a competitive advantage: businesses that meet requirements on time can operate without interruption and expand without regulatory risks.
May 2026: the change set to redefine entire sectors
By May 2026, Cofepris is expected to make the electronic CTD (Common Technical Document) format mandatory for all sanitary registrations. The CTD is an international standard that organizes health and technical information in a structured way, enabling authorities to review it more quickly.
This transition poses a major challenge: most companies still use paper dossiers, and few have the technological infrastructure needed to adapt.
“This transition is not optional. Companies that fail to adapt will be unable to operate or will face significant delays in renewing permits and launching products,” says Vera.
Cora is building the infrastructure businesses need to make this transition. The platform enables organizations to structure their documentation according to the CTD standard, automate the creation of digital dossiers, and maintain complete traceability for every process.
Compliance as critical infrastructure
For founders building in regulated sectors—from foodtech and healthtech to manufacturing and energy—regulatory compliance is not a secondary concern: it is critical infrastructure. A delay in obtaining permits can prevent a product launch, halt expansion into new markets, or block fundraising.
Cora enables businesses of any size to operate to the same compliance standards as large corporations with dedicated legal teams. The platform reduces risks, speeds up processes, and frees up resources to focus on growth instead of putting out regulatory fires.
“Today, meeting requirements on time and in full is a decisive factor separating businesses that can compete from those that are left out of the market,” Vera concludes.
In an ecosystem where regulations evolve faster than businesses can adapt, Cora is building the infrastructure that enables organizations of any size to navigate the complexity of Mexican regulations without compromising growth or operational stability.
